Covent Garden is one of the hardest places in London to move, and it is all about access. Much of the area around the Piazza is pedestrianised, vehicle access is tightly restricted to timed loading windows, and the streets are narrow and historic with nowhere to simply park a van. It also sits inside the Congestion Charge zone, which applies on top of London-wide ULEZ. Homes are typically apartments and mansion flats above commercial units. None of this is a problem with planning — it just has to be done to the rules rather than improvised on the day.
